Alias is right, Vetch would be an excellent choice. I don't think an occasional flooding would hurt it, as long as it didn't soak for days.
If you want something a bit more decorative, any of the low growing phlox would be good, or a sedum on the upper reaches out of the main water. Some creeping thyme might work as well.
Lamium "Silver Beacon" has a nice green and silver leaf year around, with purple florets when it blooms, very attractive. Different varieties of phlox bloom at different times of the year. You could select phlox with different blooming period and color for season-long interest.
Little to no maintenance on anything I've listed, and they'll crowd out most anything else. If you mulch around them with shredded treebark when you set them, you'll have a pretty much weed-free cover.
