We have rusty water and we're looking for a way to get rid of the problem with out buying a softener. Is this possible?

Might also be your well controller (welTrol)if you've already got PVC pipe. The unit can get old and rust out.

City water? Well water? Hot water? Cold water? Both hot and cold?
If it is hot only, then it could be the water heater. If it is both, that would likely be pipes. If they are rusted so much that the water is rusty, then you better replace them before you have some major water damage in the house.
If the water is rusty from your supply (city, well) then a filter would seem the only solution.

Sounds like you have galvanized pipe somewhere. Change it out with pvc and this should eliminate the problem.
Good luck.
