Wind directional gagit

seen this at Portland ind. gas engine show this fall.This was two copper pipes in a circle about 1/2"tubeing. one circle smaller then other. one circle would spine one way and other one the other way.inside the smaller circle would be a arrow that the wind would show the direction of travel.I belive this had 6 bearings to it.Frend of mind is trying to make one haveing a hard time getting this to work. Can any body help us out

where reliable rotary bearings are needed, i usually scavenge some from an old whirlybird roof vent. i can't find that self-lubing plastic (like teflon) or i'd make my own.
