Take a ride around that county with your window open. See what you smell.
If there is one 1000 hog operation, he's covering almost 59 square miles. Wouldn't be hard to be far enough away to never even see a hog, let alone smell one.
17 per sq.mi. doesn't seem like an unreasonable number, considering the size of some farms.

Looking in to buying land in such a county?

Actually, that average probably means that maybe a few hog farmers have their operation in the county and the numbers reflect the average number of hogs per Sq. Mi. for the entire county. Unless you live close to a hog farm, it's not likely that you would smell them. When I was a boy, nearly every family had hogs but given the expanse of the area, I doubt that the number would have averaged more than 5 or 6 hogs per sq. mi. ........gfp

doesn't hafta stink bad at all - our neighbor out west had several hundred hogs, and they all used the place he made them. he'd dug a drainage pit, almost filled it with gravel, then dry-stacked cement blocks on edge all across the top. they'd run over there like a cat to a litter box and he pushed with a bobcat & hosed down the solids, then used them on his corn. :)
