Standard Spring Spray Dilemma

Every Spring that the freeze doesn't get me out of it I go through this. The plum tree is blooming, has been for a week. Two thirds of the blooms have lost their petals. At what point do I do the first spray? I want to give the pollinators time to finish, but don't want to give the worm-layers time to ruin too many.
How do y'all decide?

I don't have trouble with worms, but if you can tell me how to keep the dang things ON the tree till they ripen, I'd be grateful...

Lose em 9 out of ten years a month before they are ripe...
