If you find folks working ,Just sit and watch awhile.Work has a way of collecting sidewalk supervisors. As you know,Most often ,Supervisors are the most highly paid on jobs. Those doing the real work are the lowest paid. But strangely enough,Those who visit offer supervision services for free!No labor of skills show up but all are supervisory capable..I wonder why an employer would pay a man to advise and supervise if this can be had for free?

Supervisors are not the most highly paid on the job. It the off-duty cops working overtime watching the workers instead of directing traffic. Ask anybody from the People's Republic of Taxachusetts.
