In Maryland, I plant at the end of October, several weeks before the ground starts to freeze for the first time. For good start in the spring, you want to have some good root growth, but not much top growth by the time the ground begins its winter freeze.

good luck!

Not a master gardener, but I've planted garlic (or re-planted some of what I just harvested) at this time of year and it has worked. Up here in Wis., it helps to have a hardy variety of garlic, so it survives Winter.
Shallots, I order in Spring and plant in Spring. Mark.
