Not Canada and you are correct...To a point...

His 'issue' stems from some deal that his local CoOp has with 'dual fuel'...Some deal where he is getting special rates on what he uses to fire his 'boiler' specifically at an 'offpeak discretionary' time...Basically the CoOp would be running this guys boiler by remote control (radio signal) and the guy never knows when or if it is coming on during the day...

From what I understand that is the way they are getting (trying at least) around paying him the going rate of 6.8/kwh...

Should be a better update next week after he chats with them again...
