I think there are those who fall on hard times and are happy to
have a boost to put things right. I think if people stay on it very
long it is hard to get off it. Further, they hand the legacy to their
children. Children learn from their parents after all and so you
find that a family will have generations on the dole. Of course
there are realities of working that also make it hard to go from
welfare to work - and they need to be addressed. Like a living
wage for instance. I think welfare is something that we can
never get rid of, but we should make it uncomfortable for the
long term. I think for instance, that you should give a client
work - whatever work - until he finds a job. Until he finds a job,
while he's getting hand outs he should be sweeping guy #45 in
the NorthWest corner of citysquare park #5. You don't want him
falling out of pratice.
