Chad, it seems that your lower elememt must be burned out. The top element is the quick-recovery element. The lower one is the work horse. It usually is the one to go because of the deposits that gather at the bottom of your tank. A top elememt rarely burns out. You should not be out of hot water after your boss washes one load.
