If you build a 4 stroker with enough power to run a saw, who is gonna lift it?

I can see the fuss about 2 stroke outboards, here on the river, we see them running around and you can see the oil slick behind them on a calm day. You couldn't do that if you were an industry, the Clean Streams Act defines a spill as "sufficient quantity to form a visible sheen". That's one drop and the EPA can fine you. 2 stroke outboards can't meet that standard.
I think it is excessive to try to ban 2 stroke chain saws and weedwackers though.
