Legal hassles now probably- but maybe get a old Foden from England, made 'till early 1930s. Used solid fuel- coke, coal, some bits of wood. Had a couple bus models, freight trucks. WW1 English army used couple other makes beside Foden. About 1960 something a couple people took a old Foden round the world, had some repairs done in India by railroad mechanics still running steam engines. British road tax based on weight made them unprofitable, Foden then made diesel trucks. RN
