If it was here I would definitely use it. My experience with public transport has not been all negative by any stretch. I did my undergrad in Pittsburgh (U of Pittsburgh). The city of Pittsburgh has a comprehensive public transportation system that got you most places. Here in Maryland/Pennsylvania I've used the Metro to go to D.C. If I can help it I WON'T drive to D.C.

The public transportation system in Frederick looks pretty poor though, but I've never used it so I can't say for sure.

My gas (car) bill has gone to about $500.00 per month commuting to Frederick - 47 miles one way. You betcha if there was public transportation from PA or even Emmitsburg to Frederick I would take it.
