Around here the redimix place sells re-crushed concrete cheap (truckload for $75) Scatter a bag of cement on it, it sets up hard enough for cars when you sprinkle/compact it or it gets rained on, but not so hard you could still move it if you had to. Plus it's safe for boat ramps, patio slabs, shed floors and sidewalks around water. :)
