I'm sure it has to do with creosote buildup and chimney fires that keeps everyone away with the fear of a possible liability claim. As far as I know pellet and wood burners would have the same installation requirements but I'm not an installer nor a current user of either. You must not be too far north as up here lots of people burn wood. A friend had a wood insert installed into his fireplace, nobody was scared to install it. Was yours originaly a wood burning fireplace and not some modern mock-up of one?
