Just tell the neighbor.....you were talking to your auto ins agent.....this is truth, and they told you if you transport folks, your premiums could raise, so in order to stay within your operating budget, you can no longer transport him.

He is using you, if he doesn't offer to even pay for gas. You aren't the local taxi service. But years ago, my ins. says oh yes, ins rates do go up when carpooling....because of any libality suits if you all are involved in auto acc.
