I use slow cookers a lot. You need to add a liquid to keep things from drying out and to impart tenderness; certain liquids add flavor, too. The amount varies with how much you've got in the cooker. You can use a cup or two of plain water and it will work fine. A little added flavor comes from using beef or chicken broth (either canned or made from bouillon in water), wine, beer, juice from canned vegetables, barbecue sauce, salad dressing, etc.
