Actually the correct word is Imminent when referring to Imminent Domain. Imminent means on the point of happening or close although not touching. The latter refers to the lands that will eventually touch once the domain is taken over.

With respect to the offer that government makes when attempting to acquire land, the writer is correct. Land owners are not obligated to accept the offer made. However, they would be wise to retain the service of an attorney to face that uphill battle. In rejecting an offer there are a number of risks the landowner takes that an attorney can safegaurd for.
