Hydrosil electric baseboards?

A friend of mine clipped a newspaper ad for this
company's baseboards. Their website is
http://www.hydrosil.com

The idea is that instead of a naked (dry air) electric
element in the baseboard, it is submerged in silicone
liquid so that the heat is retained more efficiently.
Basically the silicone affords it radiant properties and
maintains the thermostat set heat for longer periods
with less energy required. Sounds great to me.

Anyone ever use one or ever heard of them?
